| This paper examines and compares the merits and demerits of the national (global) and the regional (partitioned) voting system where the national voting selects a candidate directly by a simple majority of the entire voting population of the nation while the regional voting chooses the candidate indirectly by a majority of the regions, not by the majority of the entire votes. And we demonstrate that in the presence of noises which cause switching-overs of voting, the regional voting is always the more stable of the two by showing that noises are often concentrated among some regions as localized such that the original voting result persists in the regional voting even when the national voting result more often than not reverses. The regional voting has an important application in pattern recognition where features recognition of an object is most closely related to the inherent mechanism of regional voting.
